SARAWAKIANS DRAWN WITH EXCITEMENT OVER BAKUN TAKE-OVERS?

Sources told Borneo Post that Putrajaya intended to channel the money from the sale of the Bakun Dam back to the state to help finance the RM16.5 billion Pan-Borneo project.

It showed that the long delayed high-way for Sabah and Sarawak had not been given a serious attention or urgency by the federal government by virtue of its unprepareness on funding allocation to complete the much needed highway project which had been long overdue since and over the last half a century.

While Sarawak state sources said that the deal on the takeover is a delicate one. At the same time Sarawak state should also not be led into assuming all the liabialities, not without the contingent ones that is deemed assumed with it, such as the funding for the Pan Borneo Highway to be construed as federal government's discharging of its entire obligation on the Pan Borneo Highway project.

What it simply means is that by giving back Bakun to Sarawak State government, the Federal government is deem to have fully met its duty to complete the PAN Borneo highway - 'lock stock and barrel" including the assumption of credit and blame that belie it to the state government. knowing very much the attitude and integrity of the federal government towards Sabah and Sarawak under Najib's Administrstion.

It was previously reported that the Bakun Dam cost RM7.5 billion and was officially connected to the state’s power grid on Oct 6, 2011.

Therefore, Bakun under the federal government had earned and pocket considerable sum of income or return from Nakun project, albeit marginal, out of Sarawak electricity users and the same should not be regarded or be construed entirely as fullfillment in the context or precinct of MA63, of the fed gov's obligation to Sarawakian.

Last year, Bernama reported that water royalty from the dam had contributed more than RM100 million in revenue to Sarawak’s coffers, enabling the state government to reduce the electricity tariff. Again, the water royalty is entirely a separate matter by itself and it is the exclusive rights of the rakyat of Sarawak and not deem a gift from the federal to the state.

Such above mentioned rights cannot be used to justify or counter-weighing the value foregone over the rights of Sarawakian on fair and equitable use or distribution of free natural gas, particularly those siphoned from Sarawak gas field,  that the federal gov's have enjoyed to spend singly in west Malaysia over the period of some 19 years that amount to RM236.30 billion which was capable of contributing to the transformation of the economy of states in Malaysia other than Sarawak, including the creation of multi billionair tycoon in the IPP industry, non-existent of that kind in Sarawak.

In dealing with the integrity-mired federal government, particularly under the present leadership, Sarawak state government may not just brush aside or ignore the possibility of 'ghaib' agenda infused or embeded, amidst all the excitement drawn, under the complexity of such take-over.

APA DIA DISEBALIK DISKAUN RM2.25 BILLION RAPID?

ARAMCO  mohon konsesi berbentuk diskaun dalam penilaian perjanjian RAPID sebanyak RM2.25 Billion.

Dikatakan bahawa :

Dalam pada mana perjanjian muktamad belum di meterai ;

Perunding hingga mutamad menelan jangka yang agak panjang dan dalam mencapai kata muktamat (dalam mana projek RAPID sudah berjalan) kos atau perbelanjaan keatas RAPID sudah di salur. Maka masa itu adalah kos! manakala Pak Arab memanfaatkannya.

ARAMCO (Syarikat Pak Arab),  akan mendapat 50% kepentingan RAPID. Satu kedudukan dimana tiada suatu pihak yang ada kuasa pemutus kecuali semua hal kecuali dipersetujui oleh kedua pihak. Maka mana-mana yang tidak dipersetujui akan terbantut malah boleh membantutkan keseluruhan projek jika ada kekaburan.

Syarikat Pak Arab akan bekal 30% input (stock Feed)  kepada kilang penapis & Cracker setelah ia beroperasi. Satu keistemewaan untuk Pak Arab. Satu pasaran tetap sudah diperolehi oleh Pak Arab untuk keluaran minyaknya. Disebaliknya Petronas sudah hilang pasaran bernilai 30% dari stock feednya sendiri.

Pak Aràb juga mohon mendapat hak memasar produk keluaran kilang RAPID. Satu tugas penting yang tidak boleh ditangani oleh satu pihak sahaja secara ekslusif  kerana ia merupakan 'LIFE LINE'  ( pendapatan) utama syarikat.

Difahamkan bahawa Syarikat Pak Arab bukan sahaja terlibat dalam RAPID, malah dengan beberapa pihak di Asia seperti PERTAMINA dalam projek usahasama yang hampir serupa dalam produk keluaran yang hampir sama. Jika Pak Arab diberi monopoli memasar produk RAPID, ianya mungkin mengujudkan konflik kepentingan pemasaran yang boleh digunakan oleh Pak Arab sebagai alasan tidak memasar kerana ia mendapat kelebihan dalam memasar produk keluaran pesaing lain dan yang paling utama Pak Arab boleh tersekat kepentingannya dalam memasar produk RAPID kerana tuntutan perjanjiannya dengan pihak lain (umpamanya PERTAMINA).

Memberi Pak Arab hak eksklusif untuk memasar, jika dilayan boleh menjejaskan masa depan pendapatan kepada PETRONAS sebagai rakan kongsi RAPID.

SOALAN UTAMA :

APA DIA DISEBALIK DISKAUN RM2.25 BILLION RAPID?

1. Diskaun dan atau konsesi yang dipohon dalam konteks ini boleh dan akan di realisasi /anggap sebagai 'UNTUNG ATAS TEBING' untuk Pak Arab.

2. Diskaun ini mungkin dan boleh digunakan untuk dikembalikan sebagai 'DERMA' oleh Pak Arab kepada KUASA GHAIB yang memberi perkenan nya. Ini kerana 'DERMA' lampau yang ghaib dikatakan wujud dan kenapa tidak berlakunya dalam konteks ini. Kalau "I HELP YOU, YOU HELP ME' pernah wujud apakah ianya tak boleh wujud dalam konteks hubungan projek ini?

3. Sebagai pengimbal, pelabur yang datang dari negara CHINA?. Itu boleh dijadikan alasan politik tetapi tidak dengan ketiadaan perkara (2) diatas. Wujudkan masaalah DINAR & YUAN untuk selamatkan RINGGIT.

PART III-C - CONTINUATION - HOW TO CREATE YOUR OWN NUMBER TO WORD CONVERTER IN MS EXCEL, MS VISUAL BASIC, MS ACCESS OR PHP?

Continuation to part III – Program on Number To Word Conversion  (N2WE)

I have added the expression and comment columns for the Malay and Miriek languages. The corresponding comment column explains the expression and structure unique to the English, Malay and Miriek language.  Why and how that happened the way it is today, is beside the subject discussed in here. My best guess is that the knowledge on how to count was taught by our ascendant and pass through the many generations. It could have gone through so many reforms and expediencies until it reaches us today.

Most of the Borneo Language/dialect share similar language counting structure. For example on how number 1 & 6 are expressed.  [English] – Six-teen;  [Malay] – Enam-Belas;  [Miriek] – Huluk Nam, [Bahoung] – Polouk Naam; [Bintulu-] – Pulu’an  Nam. Notice that in the English and Malay the “Six and Enam” is expressed first and followed by the Puluh and teen respectively but in most Borneo languages the “tenth” ie “Huluk, Polouk & Pulu’an is expressed first and followed by the “Nam” in the exact written order. How the Borneon came to that is beyond the necessity required for Programming purposes.

The table is self explanatory. In order to be able to put this into computer program one have to thoroughly understand the structure or else the program can go just hay-wire ie behaving in an intermittent (unexpected)  manner.

By the previous explanation, I guess everyone who followed this tutorial have the basic knowledge of what I refer to as the language structure and expression in the languages covered in here.

For the programming purposes later on, we will not combine the three languages that we have covered above. The reason is to avoid complexity.  One conversion program for each language is good enough for the time being.

When we have the time, we can combine the 3 language modules into one program with three language options to select from.

I presume that some of you may be in a hurry to go to the programming part as you may feel that you have understood the language structure involved.  I say, do not be in a hurry because we still have number 20-100 to cover. Some of the structure involve from 20-100 cannot be ignored to have the program running properly later on.

To be frank, I have done the English N2WE conversion a couple to time but none of which is done in the exact  way  but the amazing thing aboit it is that it all work fine, outputting what is required of it in a flawless manner. You may ask why is it so, my answer is I can’t remember exactly how it did it the last time. That bad for programmer because all steps must recorded or // commented so that you can understand the program when you want edit or debug it later.
